CONTAINING 5% COBALT CHLORIDE
Yesterday I received an email from our
Nottingham office, which I thought that you might like to be aware of.
According to our National Labs at Nottingham they have been looking at the
suggestion that there had been a reclassification of cobalt chloride as a
cat 2 Carcinogen. They are suggesting that there has been no
reclassification and that it does not appear in the latest 2000 version of
the CHIP (Chemical Hazard Information and Packaging Document). They do
however say that in OSHA it is listed as a category 2b carcinogen along
with other cobalt compounds and this translates into a cat 3 carcinogen in
the ASL (Approved Supply List).
Due to these findings it can be said
that the cobalt chloride mixtures you are collecting are NOT special
waste. This does not mean that cat 2 carcinogens are not special waste
just that in the case of cobalt chloride the Environment Agency has
determined that the waste is a category 3 carcinogen and as such falls out
of the control of special waste regulations. You must however still be a
registered carrier to move and collect this waste and comply with the duty
of care." |
